China Visa Application through mail?

I’m lived in Iowa State, I plan going to China tour this year of Spring, I would like to application for multiple entry China entry permit for 10 year, can I fill out the application form and send to Chicago Embassy Office? Or I can send to my friend who lived in Chicago help me go to Chicago Embassy office to drop it off?
