Since February 2018, Shanghai Immigration will not let people leave the airport if their layover is under 24 hours regardless of nationality. Sometimes immigration will let people in only when they are switching terminals (or airports) or holding hotel reservations, although that's up to the immigration officer. You should apply for a visa if you are certain that you want to leave the airport and you don't want to take your chances at immigration.
