Voa in fuzhou

Dear admin, its stated on point no 8 that if any force major like if we going to attending funeral of a family we can apply voa.. is that true?
Is there any supporting document they need?
Cause we are very in a rush to attend the funeral. And if we applies the visa in embassy it may take 4-5 days..
