Free Shuttle from Baoyang Rd. metro station to cruise terminal

Is the free shuttle available when going from Baoyang Rd. metro station TO the cruise terminal, or is it only available for passengers getting off the ship an going into Shanghai? We would like to use the shuttle, if offered, when we are getting on the ship. Thanks.
