can you please give me some information about the bailing river ferris wheel in weifang?

I will be travelling to that city in a few days and would like to ride the Bailing river Ferris wheel. I can't find very little information about it, just that it opened about 6 months ago and is an inverted ferris wheel. Do you know how much it is for a ride? When does it operate? How can I get there from siping road? Thanks I advance

Well, as I know, it doesn't open to the public now and the opening time is unclear. Oh, I found its duration, 30mins for a round. From Siping Rd, take bus 28 to Nanyang and walk east for 5mis to get there.
