Apply for M visa in Thailand

Hi i was wondering if i can apply for M type in Bangkok?
I already have a M type and living in china for the moment.
I have all document needed.
i need to renew and dont have time to go back to Sweden to do it.
Can i make the M type in Thailand with a Swedish passport?
