applied for s1 but given s2

Question

I want to find out if the Chinese embassy in Ghana doesn't grant s1 visa.. because my wife applied for s1 and was given s2 instead . I'm trying to get my head around the point that she applied with all necessary documents from marriage certificate down to invitation letter and my work company details . And was given s2

Sam, the S1 type is available at the embassy in Ghana, but usually, the consular officers may give the applicant a proper based on his/her situation. As for your wife’s situation, she is advised to enter China first with the S2 type and then try to convert the S2 type to S1 type at the exit and entry administration of the local PSB.

Hi Matt ,thanks . We did try and the psb officers denied us the chance to change from s2 to s1. Exactly why ?! Didn't say .
