Is it possible to apply for S1 type for Mongolians from Hong Kong?

Hello I’m holding Mongolian passport and live in Beijing. My old daughter( holding BRITISH passport) study at FCD and have a student visa. But I can’t tide up myself on her visa because I am visa free, so PSB in Beijing told me that I can apply for S1 from another country including Hong Kong! Is it possible?
