How to apply HongKong visa from Melbourne for Australian Permanent resident ?

What is the processing time ? Can my friend submit the documents on my behalf in the consular office ?

Prabin, you should post the application to HK immigration department. It takes 4 to 6 weeks to get the result. Here is the postal address:
