Can I carry Sapling (young tree) without soil?

I want to carry 2 saplings with its root but without soil, branch and much leaf. The size of that sapling would be about 2 feet long. It would be like two sticks. I would like to carry it inside my luggage, just in the fold of my clothes that I use. Can I carry it? Or what would be the permissible process if otherwise?

As I know, you cannot bring it into China. Thus you shouldn't bring it.

Oh, sorry, according to this situation, you can carry it as long as it doesn't belong to rare trees. Also inspection and quarantine will be needed.

In that case,can I carry about 6sticks of bamboo for my family as souvenirs? Its about 2ft long and curled at the top.
