Hello, I have lost my passport during my stay in china and have just received an emergency passport

I went to my PSB to apply for a new visa but they said I also needed a Diplomatic note from my consult. However my consult have never heard of such a thing and can't give me one.
What is this document, is it a requirement and how do I get it?
