About:72-Hour Visa-Free Transit

I have a 16 hour layover in China on military leave orders,

is a visa required or will my military ID suffice?

You don't need a visa but you'll need a valid US passport. Otherwise, you will not be able to board your flight.

Even though I have orders to Japan I’d still need a passport to board the flight?? Last time I didn’t need one with orders

China does not recognize US military ID as a travel document.
