Renewing Resident Permit

My resident permit is going to expire on 16th of July 2018, and my passport is too expiring on 17th of July 2018.
I'm studying in a university in Guangzhou, but I will go to my home country in January, to renew my passport, and then go back in March. My question is can I extend my resident permit in March, or should I wait for July?
And, can I get a longer valid date? Since, I got my resident permit only the October of 2017, and only got my resident permit up to 16th of July, I think it's because my passport is expiring on 17th of July 2018.

Usually, you should extend your residence permit one month prior to its expiry date.
I think you can get a longer valid date this time.

Okay, thank you for your answer. But how do I apply for the residence permit? I don't know how since we were only required to come to the PSB with the university's staff, and they did all of the business for us.
