Flying with China Sothern Ailines from Australia to Rome

I have an Australian passport and flying with China Southern Airline from Melbourne stopping in Guangzhou to Rome the flt does a refuelling stop on Wuhan for 1 hour and 50 min I will be in stransit. The travel agent tells me I need a double entry visa as the flt returning takes the same route. Is this true, I can not see any written proof

There is an new policy which prohibits passengers transiting in Guangzhou to leave the sterile transit zone if their transit time is under 24 hours. Hence the multi-stop domestic transit is also banned by Guangzhou immigration. So you cannot use the free transit policy, and you need to apply for double entry visa for the trip.
