About:240-Hour Visa-Free Transit

Travelling to Ningbo from Vladivostok to join the vessel, can I get 1444-hour visa exemption ?

I'am a seaman, Russian citizen, has to travel to Ningbo from Vladivostok via Shanghai to join the vessel, can I get the 144-hour free transit exemption?

No. The visa exemption rule for merchant seaman only applies to Ukrainians, Poles and Lithuanians. The 144-hour TWOV also do not apply to you because you are not departing from Shanghai but Ningbo.

I take that back. Russian citizens are allowed to enter China as merchant seamen if they travel on duty, hold a Port Visa Notification, Letter of Employment or Letter of Guarantee issued by a Chinese shipping company, Seaman Book, onward tickets and all documents required for their next destination. If not meeting all of these requirements you must hold a C (crew) visa.
