Tourist visa (L) to work visa (Z)

Hi! I'm already in Shanghai as an English teacher. My employer will be helping me in Z application. Am I allowed to do it in mainland China and leave the country just for a few hours? Or do I need to leave the country and apply for it in e.g. HK? My L type
Is the Temporary Residence Permit mandatory?
