Can I get a free transit visa for these 24 hrs in Shanghai?

I am planning on flying from Frankfurt to Taipei via SH with a 24 hr stop-over in SH.

Yes, you can enjoy that. And if your stopover is nearly 24 hours or more than that, you are suggested to apply for a 72-hour free transit when boarding.
