About:144-Hour Visa-Free Transit

Chicago (ORD) -->PVG-->HKG-->ORD

I am planning to travel to Shanghai from USA then onward to Hong Kong and back to USA with Cathay Pacific Airline. The first flight to Shanghai has a 2 hours connection transit in Hong Kong. Is my origin arrival country considered USA or Hong Kong? Am I still qualify the 144 hour free transit? Thanks.

You are flying Hong Kong-Shanghai-Hong Kong and you're not in transit in Shanghai. So you don't qualify for free transit. You need a visa or you need to change your itinerary.
