tourist visa for a sri lankan national living in dubai

Question

As the Chinese consulate here in Dubai does not accept HongKong visa applications, Can I submit my application with you? Also I am flying to the philippines on Cathay. So I will be visiting HK on outbound and only transit during inbound. Should I apply for a double tourist visa as there is no other option. Thank you
