TEP allowed for a Srilankan passport holder ?

I'm a srilankan passport holder. Im traveling to auckland and have a 17 hour layover at Shanghai pudong airport. So during that period me and my husband would love to do a shanghai city tour. So if we willing to do a sightseeing in shanghai do we need a visa? If so can we get it from airport and what are the requirements? Also how much will cost for a visa?

No, you are eligible for 24-hour visa-free transit adn there is no need to apply for a visa to transit there. But to leave the airport, you need to get the temporary entry permit at the border counter and it's a matter of luck whether you can get it or not. But it should not be a problem considering your long layover.
