Application Time and Receipt

I want to get some information. I want to apply the visa in person in the Chicago downtown location Usually how long does it take to get the passport & visa back? How could I know it's ready? Does the consulate have any reference number or receipt I can keep track on?

If I can not come in person to pick up the passport, is there any receipt or information I can provide to my family member to be on behalf of me to pick it up?
