Can we get 24hour transit visa and out of the airport and sleep in the hotel in Shanghai city?

Plan go to San Fransisco in Dec. flight back fr SF to our country use China Eastern will transit in Shanghai around 23 hours. (Arrive in Shanghai 6pm and the next flight on the next day 5pm).
Can we (2 people) get the 24 hours direct transit then out from the airport to go to the city and spend the night in the hotel in the city of Shanghai? We love to see Shanghai (the bund).
