Trouble getting in touch with the Houston office

The listed phone numbers either dont work or they're not answering them at the Houston office. How can I be sure my passports/applications are ready for pickup? They were dropped off on 10/13/17 and they told my husband they would be ready by the 18th, but I want to be sure they are ready before we take a whole day to drive down there again. Also, what form of payment is acceptable for the visas? I'm reading conflicting reports all over the internet.
