Sorry to tell you all tickets need to be booked online.
And by the way, you need a Chinese SIM card to finish the registration to book it.

I saw this post on another site saying that:
For visitors who are unable to buy their tickets online, for example the elderly, foreign tourists or those without e-payment, staff at the museum can book tickets online on their behalf.

So is it safe to say, that foreign tourists with no Chinese SIM cards and no Chinese e-payment scheme can still purchase onsite on the date of their visit?

Well, as I know, the staff can’t book tickets for visitors. And if you don’t have a SIM card, you can also scan a QR code to buy the ticket on site.

Were you able to buy tickets? If so, how?

Yes, I’ve got the ticket, which is bought by my Chinese friend. I just gave her my passport number.
