Kenyan friend in U.S., going to China with a Canadian Tour Group

My friend went to the Chinese consulate in Chicago and they said he need an official invitation letter with a Bar code. He has a tour package already paid for but the company is from Canada and the invitation letter has to come from China. I'm in China but I don't know where to go.
