Is the Dang-dang sight seeing bus can hop on & hop off any station, or need to pay each time you board the bus?

No, you cannot hop on & hop off at you wish. Each time you get on, you need to pay. However, the bus passes many attacttions worthwhile a visit. A tour guide onboard will introduce them for the whole journey.
