About:240-Hour Visa-Free Transit

TRAVELING TO THAILAND STOP OVER IN SHANGHAI AND HANGZHOU

IF I LEAVE TO THE CITY IN SHANGHAI FOR 23 HOURS AND DONT LEAVE AIRPORT IN HANGZHOU FOR 3 HOURS CAN I USE VISA FREE 23 HOURS IN SHANHAI?

US passport. I want to use 144 hour transit visa. This time planning to come to shanghai stay for 23 hours then train to hangzhou gor one hour and leave airport in hangzhou 20 hours later thats 44 hours total. Can us citizen do this with 144 hour visa free rule?
