No, u don't need a visa. Since you wanna leave the airport, do fill in the disembarkation card on plane before landing. Then apply for a stay permit at the immigration to get out, because you are eligible for 24h visa-free transit.You don't need to reclaim the luggage, but obviously rechecking in is needed.
