About dependent Visa for my wife

I am on long term student X type in China. Staying in university hostel, where married couple are allowed to stay. Now, my wife is planning to come on long term dependent entry permit and stay with me. My question is who can issue invitation letter to her. Whether I can issue invitation letter or my university has to issue invitation letter.
