Layover Wuhan, China and 24 hour direct transit question

I have a 9 hour layover in Wuhan, China (international flight). How do I get the 24-hour direct transit? Do I get it when I arrive?

Lisbeth, after arrival, you can go to the immigration office to apply for the 24-hour TWOV and temporary stay permit.
