72 hour visa to xian from shanghai or Hong Kong?

I fly into Hong Kong. Can I fly to xian to sight see without a visa if I'm only there 3 days?

If your travel route is Hong Kong – Xian (3 days)-USA, you can use the 72 hour free transit in Xian, but if you fly to Xian from Shanghai, you need to apply for a visa in advance.
