Xian Public Transportation Card - Is it available in railway stations/metro stations?

You can buy one at the Customer Service Center of all metro stations including North Railway Sation. However, you may not get one at Main Railway Sation, but the closest metro station is Wulukou, within 10min walking distance.

Xian Public Transportation Card / Chang'an Card are dispensed by machines at almost all metro stations with the red square symbol with two C and pagoda. There is one inside the convenience store beside the Airport Shuttle Bus Station ticketing booth beside Longhai Hotel. It is in Chinese only. Just press the top left pink cube on the display and it will display which card do you want as there are commemorative cards available. If you pick the basic card just prepare 50 CNY bill and at the end of the process it will ask you to insert the bill to get your card. 18 CNY is the cost of the card and the 32 CNY balance you can use on bus and metro.

can the machine accept 100CNY bills and give a change?

If you want to buy the card, then it accepts CNY100 but no change will be given.
If you only buy a ticket, CNY100 is unaccepted.
