Can I get the 24 hour transit in Shanghai?

Hi, will be travelling between NYKL via shanghai, both trips have long layover but less than 24 hours. Do a US password holder and a Malaysia password with US greencard holder qualify?

US citizens do not need a visa. Malaysian citizens must have one. The green card will not make a difference when outside US soil.
