How can my partner apply for a multiple entry visa

Hello, I live in Shanghai with a dependent (on my daughter's student type). My partner is Belgian and lives in Belgium. He visits as much as possible but every time it is harder for him to obtain a simple tourist type and it is becoming extremely costly. What does it take to be eligable for a multiple entry type?
