Notarization for a degree certificate

Is it possible to get my degree certificate and police certificate from the Philippines to get it notarized here in Beijing Chinese Consulate?

Based on what I know, if you get the degree certificate and police certificate from the Philippines, you should get them notarized from the embassy in the Philippines.
