About:72-Hour Visa-Free Transit

Can she get a VOA if she is staying less than 24-hours?

I have a nurse that will be bringing back a patient to Beijing. She will need to take the patient from the airport to the hospital. Will she be able to enter Beijing without a visa into China

She can only enter Beijing without a visa if she is in transit to a third country. If she is flying USA-China-USA then she needs a visa.
