Is tution fee must be paid befor applying for student visa

Hello,please i wish to know if it is obligatory to pay the tution fee before applying for student X at china embassy in Cameroon?

Dear, I think it is obligatory to pay the tuition fee first and then the school will issue you the admission letter and JW form.
