About:Apply for China Visa in a Third Country

Canadians in Belgium, travelling to Beijing

As Canadians visiting Belgium (NOT residing in Belgium, residing in Canada), is it possible to apply for a Chinese entry permit from Belgium?

I found the following in the Chinese Consulate website:

"Proof of legal status (applicable for those not applying for the entry permit in their country of citizenship)
If you are not applying for an entry permit in the country of your citizenship, you must provide the original and
photocopy of your valid certificates of residence, employment or student status, or other valid certificates of
legal stay provided by the relevant authorities of the country where the Visa Center is located."

What is considered a valid certificate of legal stay if we are just here as tourists?
