About:24-Hour Visa-Free Transit

How long does it takes after de-boarding a plane and getting out of Shanghai airport with TWOV?

I am an Indian passport holder and I am having a 21 hrs layover at Shanghai airport on my trip (USA-Shanghai-new Delhi). I wanted to know how long will it take to apply for a 24 hr Temporary Stay Permit (Transit without Visa) at Shanghai airport? I have the necessary documents (confirmed onward tickets, valid passport, etc).
Basically, I don't want to spend many hours applying and getting the 24 hr free permit, and want to utilize my time visiting Shanghai before my onward flight to Delhi.

Inbound immigration in Shanghai at ordinary counters usually takes about 45 minutes to one hour during rush hours. However, if you were directed to the 72-hour TWOV counter, be prepared for a 2-hour wait.

Thanks a lot for your reply. I am looking for 24 hr TWOV. What are the rush hours for Shanghai Pudong airport? I am reaching on a Sunday evening 5:30 pm.

5:30 PM is the height of rush hour so you're going to have ~1,000 passengers at immigration hall.

If you want to apply for a single entry tourist L type for Shanghai, it usually cost CRC20,000 per person. Just for reference.
