About:144-Hour Visa-Free Transit

Is there any recent changes in China 144 free transit for Zhuhai city for 15th Oct 2017 to 30th?

I am traveling from india to zhuhai on 24th Cct 2017 to 2nd Nov 2017
My agent say there is new circular for 144 free transit and fees is Rs. 7500 for rperiod 15th Oct 2017 to 20th Oct 2017 is it true?

Indians are not eligible for 144-hour transit. Plus, except for the 24-hour transit, Zhuhai has never had any kind of long-term transit without visa program.
