About:24-Hour Visa-Free Transit

New Transit Regulation in Baiyun Airport, Guangzhou

Does anyone know about the new transit free policy
I am Vietnamese. I will have 21 hour layover in Guangzhou by China Southern Airlines. I am wondering whether I have to apply for a transit G before I Come to China?
I want to go out for a city tour and stay overnight at free hotel by CSA

You do not need a visa if you do not have other stops in mainland China, however you are also not allowed to leave the airport and must remain in the sterile transit area for the whole duration.
