About:72-Hour Visa-Free Transit

Do Dutch nationalities needs to pre arrange visa if their cruise ends in Shanghai and they fly back?

Good day,
If Dutch passengers are going on a cruise and they only have 1 port in China, Shanghai, which is disembarkation port as well do they need to arrange a entry permit prior to leaving the Netherlands? Or can they apply for 72 hrs (or 144) free transit upon arrival in the cruise terminal?
(HAL cruise Volendam 27oct17).

Hi, they don't need to do that if they will go to a third country or region different from the last one they come from after transiting in Shanghai. Don't worry!
