Entered China with HK re-Entry card, can we apply Student X once in China retrospectively?

My son holds French Passport and China re-Entry permit, has been accepted by a Chinese university and he used his re-entry card (Entry permit) to enter China without a Student X.
Can my son apply his Student X IN CHINA instead of going back to his country? Many thanks.
