Is fine to wear shorts in Shanghai and Beijing when out shopping?

Generally speaking, it will be fine to wear shorts to go shopping. However, if you wanna go to famous shopping centers in these two cities such as Shanghai IFC Mall, you are advised to wear formally. As I know, wearing slippers is unacceptable in several shopping malls in Shanghai.0
