Stopping in Shanghai for 15 hours at the airport. Can I go out for 24 hours?

I'm a citizen of Kazakhstan, but i have a green card, and will be traveling from Japan back to USA. Stopping in Shanghai for 15 hours at the airport. Can I go out for 24 hours? and what shall I do to make it happen?
