Teaching on X1 type

I believe it is now possible for students to work part-time on X1 types with the University and the PSB's permission, and I know that to get a Z type to work as an English teacher then you must have a degree, so is it possible for someone on a X1 type to teach english part-time if they dont have a a degree?
