Can a Netherlands passport holder apply for a one year 90 day China business M in the netherland

Andy, usually, the duration of stay for F type is also 30 days. Sometimes, one may be given 60 days or 90 days, so it's possible for you to get it. The consular officers will give you proper duration of stay based on your itinerary.
You should provide your passport and copy of its data page, the completed application form attached with a passport-style photo, an invitation letter from your business partner in China, air ticket booking record (round trip) and proof of accommodation reservation.
