is it already too crowded in most of the tourist spots? if yes, when is the best date to go this 2018 super cold and dry and not too crowded.

First of all, Hong Kong is at least 10C even in Winter. So it's not going to be very cold. Hong Kong will be pretty crowded a week before Chinese new year. You are suggested to choose another date to visit there.
