Indian Passport holder living as permanent resident in the USA with green card for the last 10 years

I have been living in the USA for the last 10 years with Green Card. I have been to Hong Kong in 2016 and want to go as a tourist for 7 days again. i have been trying to file online preapprove visa for Hong Kong but your site is showing busy all the time. i have tried many time and not able to get through. My husband is a USA passport holder and we leaving together and have already booked the tickets. Please advice what to do, do you have a consulate phone number in the USA? please let us know.
