Is it the best time to visit Taipei early April? and Any cherry blossom there? Info please.

Hi guyz, I need some info.
I've a plan to visit to Taipei next year. Is it the best time? I avoid rainy day also typhoon.
Also I want to enjoy cherry blossom or other flowers. Thanks in advance.
